Competences of the President of a self-governing region (hereinafter ‚president‘) are defined in Act no. 302/2001 Coll. concerning self-government of higher territorial units.
President represents the self-governing region in external matters. In property relations, employment relations and other relations he acts as a statutory body and has a decision-making power also in such matters, in which law transfers the decision-making powers related to legal entities’ and physical persons’ rights onto self-governing regions.
President convenes committee chairmen to deliberate on issues related to the self-governing region usually once a month.
President is deputised by a vice-president to an extent defined by the regional parliament.
The function of a President is incongruous with the function of:
a. regional parliament member
b. member of a body of a legal entity with equity stake of the self-governing region
c. statutory representative of a legal entity with equity stake of the self-governing region
d. self-governing region employee
e. mayor of municipality or city, or
f. as defined by the relevant act
The function of a President is a public function and it is not performed within the scope of employment. The existing employment or a similar labour relationship remains unchanged.
